the forums that you're seeing here is called vBulletin (http://www.vbulletin.com (http://www.vbulletin.com/)) which costs like $160 to own a license. the only good free alternative out there i can think of is phpBB (http://www.phpbb.com (http://www.phpbb.com/)). the hacking and modding support from the phpbb community is just as big as vbulletins. then you're going to need a webhost that has the mySQL database feature. mySQL is what you'll be installing the forum script to. and if you know how to use FTP, that is how you'd upload the files into your webhosts space. i also recommend him to get his own domain name...the easier the web address the more people will draw to it.
i could help install it and get you started, but hacking and customizing it is very time consuming which i don't have very much of anymore. i'm on a very reliable webhost with a few empty mysql databases/ftp accounts that could be used depending on how active/and how much traffic he pulls in. let me know where i can help.
